You Cannot Prove Empowerment With an Attendance Sheet.

Women’s empowerment programmes frequently report what was delivered because delivery data is easy to collect. The harder questions are whether participants gained meaningful economic options, influence, control over resources, safety, resilience or access to institutions, and whether those changes can reasonably be linked to the programme.

Some empowerment outcomes are multi-dimensional, gradual and context dependent. Measurement therefore needs stronger programme theory, mixed methods, careful indicators and a realistic understanding of contribution rather than inflated attribution claims.

This course is designed for MEL, programme and donor teams responsible for producing credible evidence from women-focused initiatives.

Organisations get weak results when they:

  • measuring reach instead of change
  • using one empowerment score without understanding what it represents
  • treating self-reported confidence as proof of economic impact
  • collecting disaggregated data without analysing differences
  • ignoring negative or unintended effects
  • failing to measure programme mechanisms
  • claiming attribution that the evaluation design cannot support

How This Applies Across the Markets MATSH Serves

GCC

Apply the framework to public-sector transformation, workforce participation, enterprise growth and institutional programmes, with local policy and regulatory requirements verified for each jurisdiction.

Africa

Adapt design to diverse labour markets, enterprise ecosystems, public-service capacity and access constraints rather than assuming one regional operating environment.

Asia

Use the same decision framework across large-scale skills, enterprise, public-service and digital-delivery systems while localising implementation.

Global / Multi-country

Build common standards and governance while preserving local diagnostics, programme pathways and evidence requirements.

Programme Curriculum

1Build an Empowerment Theory of Change

Why this module matters: Define what change means and the mechanisms expected to produce it.

  • Clarify dimensions of empowerment
  • Map pathways from services to outcomes
  • Identify assumptions
  • Separate outputs from outcomes
  • Define time horizons
  • Identify potential negative effects

Applied workshop: rebuild a weak empowerment results chain.

2Design Indicators That Match the Change

Why this module matters: Choose measures that are specific enough to guide decisions.

  • Measure access and control separately
  • Design participation-quality indicators
  • Measure economic outcomes appropriately
  • Assess agency and decision influence
  • Use qualitative indicators where necessary
  • Write indicator definitions and data rules

Applied workshop: create an indicator reference sheet.

3Data Collection, Ethics and Inclusion

Why this module matters: Collect useful evidence without increasing burden or risk.

  • Select methods by question
  • Design safe interviews and surveys
  • Plan consent and confidentiality
  • Address sensitive topics carefully
  • Reduce respondent burden
  • Include harder-to-reach groups

Applied workshop: review a data-collection plan for risk and bias.

4Contribution, Evaluation and Interpretation

Why this module matters: Match claims to the strength of the evidence.

  • Distinguish monitoring from evaluation
  • Use comparison strategies where feasible
  • Analyse plausible alternative explanations
  • Apply contribution thinking
  • Interpret mixed-method evidence
  • Avoid overclaiming causality

Applied workshop: rewrite five common unsupported impact claims.

5Learning, Adaptation and Evidence Use

Why this module matters: Turn MEL into programme decisions rather than reporting volume.

  • Build learning questions
  • Set review rhythms
  • Identify adaptation triggers
  • Compare participant segments
  • Use evidence in partner management
  • Communicate uncertainty clearly
  • Feed findings into scale or redesign decisions

Capstone: present a complete MEL plan for a women’s empowerment programme.

Common Questions

Is this a general M&E course? No. It applies M&E principles specifically to women’s empowerment, including agency, economic outcomes and differentiated effects.
Does it require statistical expertise? No. It builds strong measurement reasoning and helps teams recognise when specialist evaluation support is needed.
Can the course use our donor results framework?Yes. In-house cohorts can work directly on existing logframes, indicators and reporting requirements.
Does it cover qualitative methods?Yes. They are essential where outcomes such as agency, decision influence or social norms cannot be understood through counts alone.
