A Gender Analysis That Does Not Change the Programme Is Just a Report.

Many organisations commission gender analyses that produce useful observations but weak design consequences. The document explains disparities, yet the programme still targets the same groups, uses the same delivery channels, assumes the same constraints and measures the same outputs.

The value of analysis is in the decisions it changes. Teams need a disciplined way to move from evidence about roles, resources, norms, institutions and power into a programme logic that responds to those findings.

This course focuses on that translation: from analysis to concrete, testable programme design.

Organisations get weak results when they:

  • collecting background statistics without analysing mechanisms
  • describing norms without identifying which are programme-relevant
  • failing to distinguish access from control or participation from influence
  • using broad categories that hide different barriers
  • producing recommendations too vague to cost or assign
  • designing indicators before the programme logic is clear
  • copying a gender framework without adapting it to the sector or population

How This Applies Across the Markets MATSH Serves

GCC

Apply the framework to public-sector transformation, workforce participation, enterprise growth and institutional programmes, with local policy and regulatory requirements verified for each jurisdiction.

Africa

Adapt design to diverse labour markets, enterprise ecosystems, public-service capacity and access constraints rather than assuming one regional operating environment.

Asia

Use the same decision framework across large-scale skills, enterprise, public-service and digital-delivery systems while localising implementation.

Global / Multi-country

Build common standards and governance while preserving local diagnostics, programme pathways and evidence requirements.

Programme Curriculum

1Frame the Gender Analysis

Why this module matters: Define the decisions the analysis must inform before collecting data.

  • Clarify programme scope and target population
  • Set analysis questions
  • Map existing evidence
  • Identify information gaps
  • Choose qualitative and quantitative methods
  • Plan safe participation and confidentiality

Applied workshop: build a decision-led analysis plan.

2Analyse Roles, Resources, Institutions and Power

Why this module matters: Move beyond descriptive differences to understand mechanisms.

  • Analyse productive and care roles
  • Map access to and control over assets
  • Examine decision-making power
  • Assess formal and informal institutions
  • Explore norms and incentives
  • Identify differences within gender groups

Applied workshop: construct a gender constraint-and-opportunity matrix.

3Translate Analysis Into Programme Logic

Why this module matters: Use findings to change objectives, pathways and assumptions.

  • Rewrite problem statements
  • Adapt theory of change
  • Define differentiated pathways
  • Change targeting and outreach
  • Design enabling and institutional components
  • Document why each design choice follows from evidence

Applied workshop: rebuild a programme theory of change.

4Design Delivery, Risk and Partnership Arrangements

Why this module matters: Make the analysis visible in the way services are delivered.

  • Select appropriate delivery channels
  • Address care, mobility and safety
  • Plan partner roles
  • Integrate referral and safeguarding mechanisms
  • Allocate resources to responsive actions
  • Test for unintended harms

Applied workshop: review a delivery plan against the gender analysis.

5Build Measurement and Learning

Why this module matters: Measure whether the responsive design changes outcomes and where assumptions fail.

  • Choose meaningful indicators
  • Use disaggregation intelligently
  • Measure access, control and influence where relevant
  • Track differential drop-out and benefit
  • Use qualitative evidence to explain mechanisms
  • Create adaptation triggers

Capstone: present a complete analysis-to-design package.

Common Questions

How is this different from Gender Mainstreaming?Gender analysis is the diagnostic method and translation into design. Gender mainstreaming is the broader organisational practice of integrating gender throughout the programme cycle.
Does the course teach one specific framework? It draws on common analytical dimensions but focuses on choosing tools based on the decision and context rather than forcing one template.
Can this support proposal development?Yes. It is particularly useful when programme teams need to show how evidence changed design, targeting, risk and measurement.
Is primary research always required? No. Teams first assess existing evidence and only collect new data where it is necessary and proportionate.
