The project team starts delivery, finance opens a budget code, procurement begins buying, partners begin spending and the grant agreement sits in a folder until someone asks a compliance question.<\/p><p>That is when risk appears.<\/p><p>A cost can be necessary for the programme and still be ineligible under the grant. A procurement process can produce the right supplier and still fail the donor's required controls. A programme can deliver excellent results and still create repayment exposure because approvals, amendments or evidence were not documented properly. A downstream partner can create fiduciary or safeguarding exposure even when the lead organisation's own systems are strong.<\/p><p>Current FCDO guidance treats due diligence as a proportionate, evidence-based process that continues through the programme cycle, not as a one-off pre-award check. UK grant standards similarly emphasise robust agreements, eligible expenditure, ongoing controls, monitoring, reconciliation and training.
